Railroad ballast sieved small enough to read correctly at 1/72 — at that scale a grain that works for 1/35 looks like boulders, which is the whole reason the range is graded.

Fix it down with PVA, or with AK Interactive’s Gravel & Sand Fixer (AK118) — an alcohol-based adhesive that soaks into the material instead of sitting on top of it as a plastic film the way white glue does.
